CSU receives $1.2 million to research water resources
FORT COLLINS - Colorado State University received $1.2 million in grants to research water resource issues.

The U.S. Department of Agriculture awarded two grants to CSU, which will be distributed through the National Integrated Water Quality Program. The program focuses on addressing water quality and conservation issues in agricultural, rural and urban watersheds.

The grants will fund two projects. Reagan Waskom, CSU professor in civil engineering and soil and crop sciences and director of the Colorado Water Institute, will lead a project aimed at coordinating regional water programs in the northern plains and mountain regions. The $667,000 just awarded becomes the second installment of a $2.4 million project.

The second grant of $615,000 will fund the development and dissemination of an open-source technology focused on conservation practices for sediment, nutrient and pesticide control. Mazdak Arabi, CSU civil and environmental engineering professor, is the lead researcher.

Meeting set for horse business regulations
FORT COLLINS - The final public meeting to present recommendations for changes in existing regulations for horse business facilities in Larimer County is set for Nov. 3 at 6 p.m. at the Larimer County Courthouse hearing room, 200 W. Oak St. in Fort Collins.

A citizen working group has developed recommended changes to existing regulations in the county's land-use code. One of the recommendations is a transition program for existing businesses, and other proposed changes include revisions to land-use definitions for horse businesses.

The Larimer County Planning Commission is expected to consider the recommendations during a public hearing at 6:30 p.m. Nov. 18. The planning commission will pass on its recommendations to the county commissioners, who are tentatively scheduled to consider the code changes Dec. 14.

Leadership Northern Colorado applications due Monday
Monday, Nov. 2 is the last day to apply to become part of the inaugural Leadership Northern Colorado class.

The programs, sponsored by the Fort Collins Area, Loveland and Greeley chambers of commerce in conjunction with the Community Foundation of Northern Colorado and the Community Foundation Serving Greeley and Weld County, will give 30 current and emerging leaders opportunities to learn more about regionalism, local government, land use and infrastructure, education and workforce, economic development and how to lead the region into the future.

"As the Northern Colorado region continues to grow, it is important to have leaders who understand issues in a regional context and have the ability to work together across traditional jurisdictional boundaries," said David May, president and CEO of the Fort Collins chamber. "Leadership Northern Colorado is about building the leadership capacity to be able to successfully tackle those types of issues in the years ahead."

Two more H1N1 vaccination clinics scheduled
The Larimer County Department of Health and Environment has announced two more H1N1 vaccination clinics: Saturday, Nov. 7, from 10 a.m. to 8 p.m. at Lincoln School in Fort Collins, and Sunday, Nov. 8, from noon to 8 p.m. at Thompson Valley High School in Loveland.

Registration for these clinics only will open on Saturday morning, Oct. 31, at 10 a.m. Online registration will be available at www.larimerflu.org starting at 10 a.m. and will be open until registration is full. Telephone registration, at 970-670-6028, will be available to those without computer access from 10 a.m. to 4 p.m. Saturday and 10 a.m. to 4 p.m. Monday through Friday or until registration is full.

No one will be able to register before 10 AM on Saturday.

Due to a very limited supply of vaccine, the priority groups for these clinics will be the same as the first clinic: Pregnant women; people who live with and/or are caregivers of infants under 6 months old; children ages 6 months to 4 years; children and adolescents from 5 to 18 years old who have medical conditions that put them at higher risk of complications from H1N1; and health-care workers and emergency medical providers who have direct contact with patients.

Clinics will open to other priority groups when more vaccine is available.

"We are still getting far less vaccine than we'd anticipated and we don't know when the supply will be large enough to offer to all who need or want the vaccine," said Dr. Adrienne LeBailly, director of the health department. "We open up clinics for registration only when we have enough vaccine, which we only know week-to-week."

Home prices going up next August?
Home prices in the Fort Collins-Loveland area are expected to be on the rise by next August, according to property data firm First American CoreLogic.

The company reported that its August home price index for the Fort Collins-Loveland metropolitan statistical area declined 1.9 percent compared to August 2008. That is a slower rate of year-over-year decline compared to July and June, down 2.14 percent and 3.51 percent. The index projection is for a 12-month appreciation of 0.33 percent in August 2010.

Greeley home prices saw a 3.03 year-over-year drop in August. The decline was 4.88 percent in July and 4.02 percent in June. First American CoreLogic's index predicts a 2.42 percent decline through August 2010.

Nationally, home prices declined 10.1 percent in August from the previous year -- an improvement from July's 11.6 percent year-over-year drop and June's 14.1 percent decline. The index is predicting weakness through next spring but a 12-month appreciation of 4.6 percent for the nation by August with the most distressed markets seeing appreciation of as much as 7 percent.
