Joseph tapped for SEC investor committee
WASHINGTON, D.C. - Colorado Securities Commissioner and Acting State Bank Commissioner Fred Joseph has been appointed to the newly created Investor Advisory Committee of the Securities and Exchange Commission.

The investor committee was formed to give investors a greater voice in the SEC's work, SEC chair Mary Schapiro said in a statement announcing the 17-member panel. It will be co-chaired by Richard (Mac) Hisey, president of AARP Financial Inc. and AARP Funds, and Hye-Won Choi, senior vice president and head of corporate governance for TIAA-CREF.

Joseph, who is also president of the North American Securities Administrators Association, will serve as an ex officio participant on the committee, Colorado's Department of Regulatory Agencies announced June 4.

Other members represent corporate investors and financial managers, brokers, academic and economic researchers, legal affairs and consumers.

The panel is to begin meeting in a few weeks.
Alliance Construction awarded three projects
LOVELAND - Alliance Construction Solutions has been awarded three contracts for work in Fort Collins, Arvada and Denver, according to Brian Weinmaster, Alliance's executive vice president.

Alliance is set to begin renovating a suite for PET/CT diagnostic equipment at the College of Veterinary Medicine at Colorado State University. Work begins July 6.

Denver Public Schools hired the company to provide upgrades this summer at six of the district's elementary schools, and Alliance has begun extensive work in the Arvada High School kitchen and art room under a contract from Jefferson County Public Schools.

"Work procurement is extremely competitive in our industry right now," Weinmaster said. "I'm proud of our estimating team for securing these projects."

Alliance Construction Solutions is a full-service general contractor with offices in Loveland, Denver and Cheyenne. 
Retail sales, taxes down statewide
DENVER - Retail sales and the taxes they generated statewide saw a double-digit drop in March compared to one year ago, according to figures released by the Colorado Department of Revenue.

Colorado retail sales totaled $11.6 billion, down 11 percent from $13.1 billion in March 2008. Net sales tax for the month was $146.4 million, a decrease of 15 percent from last year's $172 million.

Both Larimer and Weld counties followed the downward trend. Retail sales in Larimer County in March totaled $543 million, a 9 percent drop from $596 million in March 2008, while Weld sales totaled $444 million, a 4.9 percent drop from last year's $467 million. Net sales tax in Larimer County totaled $7.4 million, down 12 percent from $8.4 million in March 2008. Weld County's $4.6 million in sales taxes represented a 21 percent decrease from last year's $5.8 million.

Food services accounted for $39.2 million -- or 7.2 percent -- of Larimer County's total retail sales in March, and $19.6 million -- or 4.4 percent -- of Weld County's.

CDOT starts stimulus-funded projects
DENVER - The Colorado Department of Transportation has started a handful of projects across the state using money from the federal economic stimulus package, including five miles of Interstate 25 near the Fort Collins-Loveland Municipal Airport. Aggregate Industries -- West Central Region Inc. in Golden was the apparent winner of the bid for the project. The $3.9 million bid opened by CDOT on June 4 was 18 percent under the project estimate of $4.8 million.
Transparency bill signed into law
DENVER - House Bill 1288, also known as the Colorado Taxpayer Transparency Act, has been has signed into law by Gov. Bill Ritter. It creates an online database to detail how the government is spending taxpayer money.

The bill was sponsored by Rep. B.J. Nikkel, R-Loveland, and goes into effect Aug. 5.

"Before today, the state government was not held accountable for the way it spends taxpayer money," Nikkel said in a prepared statement. "Citizens had to pay for that access by filing Colorado Open Records Act requests. Now, Colorado joins over a dozen other states to open its checkbook so taxpayers can oversee how the state spends taxpayer dollars."

The legislation is similar to bills that have passed in Missouri, Kansas, Texas and other states as well as in the United States Senate. The Senate version of transparency was sponsored by then-Sen. Barack Obama, D-Illinois, and Sen. Tom Colburn, R-Oklahoma.

"This bill passed because of the groundswell of support from Coloradans," Nikkel added. "Hopefully, these same citizens will use the database as a way to help government identify potential waste and fraud, as well as hold the state government accountable for its spending."

Sen. Mike Kopp, R-Littleton, sponsored HB 1288 in the state Senate, and it passed both chambers with unanimous support.
